“全国山河一片红”邮票撤消发行始末(一)
1968年7月1日邮电部军管会研究工作部署时提出,1968年国庆节前要发行新邮票。此时,“文化大革命”正处于“全面夺权”高潮,各地纷纷建立革命委员会。1968年9月5日,《人民日报》、《解放军报》联合发表社论《无产阶级文化大革命的全面胜利万岁》,俗称“全国山河一片红”。当时,邮票发行局着手设计“无产阶级文化大革命的全面胜利万岁”邮票。这套邮票画面是毛泽东和林彪向热烈欢呼“全国山河一片红”的革命群众挥手致意,背景是红旗旗海及悬挂在气球下的标语口号。票图下方有“无产阶级文化大革命的全面胜利万岁”字样。此票即后来人们所说的“全面胜利”第一稿。
邮电部军管会生产指挥部于1968年9月24日以(68)革生字第6号文件下发各省、市、自治区邮电管理局《关于发行“无产阶级文化大革命的全面胜利万岁”邮票的通知》,内容叙述全国各省、市、自治区建立革命委员会的重大意义,强调“为了纪念这个大喜的事件,定于1968年10月1日国庆节发行一套全国一片红,即‘无产阶级文化大革命的全面胜利万岁’纪念邮票。”
1968年9月27日中央召开了宣传工作会议。根据这次会议精神,邮电部军管会当天就决定停发“无产阶级文化大革命的全面胜利万岁”这套邮票。邮电部邮票发行局当天发电报通知河北等24个省、市、自治区邮电管理局和上海市等5个邮局,要求各局将“已接到或将要接到的‘无产阶级文化大革命的全面胜利万岁’邮票,立即停发,接电后速全部退回北京邮票发行局。”

On July 1, 1968, when the research work of the Military Commission of the Ministry of Posts and Telecommunications was deployed, it was proposed that new stamps should be issued before the National Day of 1968. At this time, the "Cultural Revolution" is at the climax of "full seizure of power", and revolutionary committees have been set up in various places. On September 5, 1968, the People's Daily and the People's Liberation Army Newspaper jointly published an editorial, "Long Live the All-round Victory of the Proletarian Cultural Revolution", commonly known as "the mountains and rivers of the whole country are red". At that time, the stamp issuing bureau began to design the stamp "Long live the overall victory of the proletarian cultural revolution". This set of stamps is a picture of Mao Zedong and Lin Biao waving greetings to the revolutionary masses who warmly cheered "the whole country is red". The background is the Red Flag Sea and the slogan hanging under the balloon. The words "Long live the overall victory of the proletarian Cultural Revolution" appear below the ticket map. This ticket was the first draft of what was later called a "comprehensive victory".
On September 24, 1968, the production command headquarters of the Military Control Commission of the Ministry of Posts and Telecommunications issued the Circular on Issuing Stamps of "Long Live the All-round Victory of the Proletarian Cultural Revolution" by the provincial, municipal and autonomous region post and telecommunications administration bureaus in document No. 6 of the word "68". The content describes the great significance of establishing revolutionary committees in provinces, municipalities and autonomous regions throughout the country. In order to commemorate this happy event, a set of commemorative stamps, Long Live the All-round Victory of the Proletarian Cultural Revolution, will be issued on National Day on October 1, 1968.
On September 27, 1968, the Central Committee held a conference on propaganda work. In accordance with the spirit of the meeting, the Military Control Council of the Ministry of Posts and Telecommunications decided on the same day to stop issuing the set of stamps "Long Live the All-round Victory of the Proletarian Cultural Revolution". On the same day, the stamp issuing Bureau of the Ministry of Posts and Telecommunications sent a telegram informing 24 provinces, municipalities and autonomous regions, such as Hebei, and 5 post offices in Shanghai, requesting them to stop issuing stamps "Long Live the All-round Victory of the Proletarian Cultural Revolution" that they have received or will receive, and return them to the Beijing Stamp Issuing Bureau as soon as possible after receiving the telegram."
